Unlike all the previous books in the Jerry and Hassan Series, the action in Seventh Island takes place in a fictitious Caribbean Island nation named Santo Lucas. This archipelago in the far southeast corner of the Caribbean consists of one large island where the small International Airport and the Santo Lucas government reside between the open ocean and a large natural harbor. Most of the land around the harbor is uninhabited low-lying wetlands with limited road access. The rest of Santo Lucas consists of nearly one hundred small rocky islands and atolls, sparsely settled and lacking basic societal amenities like stores, schools, and cell service.

Except for the newly minted Santo Lucas Resort, the island nation was so distant from the American continents that interest in tourist establishments had not reached it. The Dinner Key Yacht Charter (DKYC) company viewed this pristine environment as ripe for expanding its tourist business and adding multi-faceted vacation offerings.

The background to events in this book is the development of a new DKYC offering: a combination vacation that includes several days at a casino resort and several days of cruising on a luxurious crewed sailing yacht. Customers would arrive by commercial air and be delivered by limo to the casino resort, which is pictured below. After a few days at the casino, customers would sail several days to another port served by an international airport, where a new group would board for the return trip.

To enhance the customer's vacation experience in the far-flung Caribbean region, the DKYC enterprise has acquired a new aircraft and associated base of operations. This will allow day trips from the casino to remote, uninhabited islands. The aircraft inadvertently becomes an essential tool in the incidents befalling the principles in this story.

In this story, the DKYC crew is searching for a missing associate when they encounter a suspicious Indonesian research ship, shown below. The ship's operators are suspected of being involved in the associate's disappearance.

While searching for the missing associate, three ex-military cohorts of Jerry Cunningham, pretending to be gourmet seafood merchants, show up in a vintage cabin cruiser with the name URCHIN SEARCHIN on the transom.
